IEC copyright notice

The IEC copyright policy was approved by IEC Council in August 2020. Instead of default reliance on implied licensing under the IEC Directives, the IEC copyright policy represents a shift to greater assurance of explicit licensing of pre-existing copyright and explicit transfer of copyright created in the collaborative work of the IEC.
