Ms. Raquel FERNANDEZ HORCAJADA

Raquel is a Senior Research Programme Manager at the European Commission’s Research Executive Agency (REA), where she leads key initiatives on valorisation, intellectual property (IP) management and standardisation under Horizon Europe. She coordinated topics related to the Horizon Standardisation Booster and IP-intensive R&I strategies, and represents REA in inter-service groups on “Valorisation of R&I Results & Standardisation.”

With nearly two decades of experience across EU institutions and programmes, she has overseen major IP support instruments including the European IP Helpdesk and the IPEuropeAware network, and has contributed to the development of EIC and Horizon Europe work programmes. A frequent speaker at European and national events, she brings extensive expertise in exploitation of research results, standard-essential patents, open science, and cooperation with the European IP ecosystem.
